About the speakers:  

Mr Kim Heitman is a graduate in law of the University of Western Australia and served his articles of clerkship with P.J. Rattigan and Co in Rockingham prior to setting up in sole practice. The firm was a suburban general law practice , offering advice in a range of legal matters including computer and Internet law , family law and domestic partnerships, criminal law , wills and probate, civil litigation and real estate transactions. In July 1999, Kim took up a new position with iiNet Limited as Manager (Legal and Regulatory) and Executive Director, and retired from general practice. Kim will continue to provide legal support for Internet groups.

Kim was a founding member of the Western Australian Internet Association Inc and has been the spokesperson for the Association since its inception in July 1995. In 1997 and 1998 he attended as a witness before the Senate Select Committee inquiry into regulation of online content. As Chairperson of Electronic Frontiers Australia Inc , he has been interviewed by radio and television journalists, The Bulletin magazine and newspapers, and has had articles published in several Internet and legal publications. He was an invited participant at the 1998 Enabling Australia E-Commerce Summit and was a guest lecturer at the University of Melbourne and Monash University. Kim is a Director of auDA and a member of the Australian Computer Society , the Law Society of Western Australia and the WA Society of Computers and the Law. .

Dr Philip McCrea has over 28 years experience in the Australian Information industry, covering both academic and industrial spheres. After obtaining a Ph.D. in Electrical Engineering in 1975, he held lecturing posts in the UK, Canada and Australia. He left academic life in 1986 to become Software Development Manager at AAP Reuters Communications, and in 1988 he joined Softway Pty Ltd as Managing Director.

He joined the CSIRO Division of Mathematical and Information Sciences in Nov 1994 in a business development role, with a focus on Internet Commerce. Philip regularly consults on behalf of CSIRO to industry and government in the Internet commerce area. Clients include the Australian Taxation Office, the NSW Government, AUSTRAC, and the National Office for the Information Economy. .

Mr Stephen Nugent is the Australian Broadcasting Authority Manager of Online Services Content Regulation Section. Stephen's section has day-to-day responsibility for implementing the co-regulatory scheme for Internet content.

Stephen joined the ABA (then ABT) in 1992 and prior to his involvement in oline services regulation, played a role in the ABA's internationally recognized social research program, in addition to contributing to the ABA's policy and planning activities. Before joining the ABA, Stephen worked for various public sector agencies including the Australian Institute of Criminology, the Human Rights and Equal Opportunity Commission and the NSW Police Service. His experience ranges across social research, policy development, program evaluation, strategic planning and human resources management..

Dr Paul Maj is an authority in the field of information systems integration and management. Paul has published extensively and is the author of two books. 'The Use of Computers in Laboratory Automation', was commissioned by the Royal Society of Chemistry (UK) and explains the analysis, design, implementation and testing of scientific information management systems (instrumentation, computer systems, systems analysis and design, database design and networking) within highly regulated environments.. His second book 'Language Independent Design Methodology - an introduction' , was commissioned by the UK's National Computing Center (NCC) entitled . His current areas of research include: ecommerce, internet technology and curriculum design.

Mr Keith Lightbody has been involved with Learning Technology in schools since 1982. He has provided extensive teacher training on curriculum use of the Internet. His philosophy is to make Learning Technology a tool that is reliable, productive and easy for the user. He has spent a number of years teaching computing subjects in secondary schools. Keith has also lectured part-time at UWA and ECU. Previous conference presentations include Digital cameras, collaborative projects, writing CD-ROM's, web publishing, centres of excellence, using spreadsheets, desktop publishing, voice recognition, digital multimedia and networking. Mr Mark Stoney LLB 1974 (Tas) LLM 1999 (UWA) is a Senior Lecturer in School of Justice and Business Law, Faculty of Business and Public Administration and Public Management, Edith Cowan University. He is a Barrister and Solicitor of the Supreme Courts of Tasmania and Western Australia. His current areas of research include electronic commerce and cyberlaw, corporations law and banking.
Mr Arthur Wilson is the Director of Central TAFE's Centre for Online Services and Communications. The purpose of the Centre is to help establish Central as a leading Training organisation in Online Services; development of training products to assist SMEs to quickly, easily and effectively migrate into the online environment. Arthur is also working to establish partnerships with Government, Universities and Industry to develop training solutions to address the digital divide. Arthur has over 10 years experience in Electronic Commerce through work at the State Supply, Health Department, Premier & Cabinet, Commerce and Trade and now Central Metropolitan College of TAFE.
Mr Sherman Young is a PhD student with the Media and Cultural Studies Centre at The University of Queensland. His project is the evaluation of Australian online services regulation, and is supported by the ABA through the Key Centre for Cultural and Media Policy. Sherman has a Masters Degree in Media, Technology and Law from Macquarie University and can occasionally be found tutoring Media and Network Cultures at Macquarie University or UWS in Sydney. Prior to pursuing postgraduate study, Sherman ran a new media production company producing multimedia titles and websites, including three AIMIA award winning CD-ROMs for Harper Collins publishing.
Mr Raj Gururajan is a lecturer in the School of Computer and Information Science. He has a Master's degree from India in MSc (Engineering) with Computer Science as his specialisation. He has worked as a Systems Analyst in multinational companies in India before migrating to Australai in 1989. Mr Gururajan has been a lecturer at Edith Cowan University since 1989. He has considerable computing consultancy experience in Australia. He has designed and delivered a number of training courses to Western Australian industries. Mr Gururajan has research interests in IT training, Electronic commerce and Computer security associated with financial transactions. He has published a number of research articles in journals and international conferences. Mr Mark Brogan is a lecturer in the School of Computer and Information Science at Edith Cowan University. He has researched and published on regulatory issues affecting the provision of information services by Government and is author/co-author of a number of CD-ROM titles. Since 1998, he has been the program coordinator of the popular ECUBit series of conferences on information technology issues.
Mr Mark Dignam is a senior network planning officer, with iiNet. Mark was formerly Sysadmin of Omen Internet. Dr Chaiyaporn Chirathamjaree is a lecturer in the School of Computer and Information Science. He has extensive teaching experience at universities in Thailand and Singapore. He has been a lecturer at Edith Cowan University since 1991 when he migrated from Singapore. He has published a number of research articles in journals and international conferences. His current areas of research include: Internet/Database technology, Knowledge-based Systems and End-user computing. .
